It's not that Zapor is unqualified for promotion, the real issue is that everybody else at Zapor's level is even less qualified so he wins by default.

And if any ATFE higher-ups want to dispute my contention that Zapor is the most qualified fool they have for the job, my answer is "then why didn't you promote the more qualified candidate instead?"

ALL government agencies engage in this type of management style. When the ATF does it, people die; not that anyone at ATF or in government give a shit. Special Agent Hope MacAllister summed it up best when she said: "you've got break a few eggs to make an omelet".

Oh well, at least he will be in Phoenix, where summer temperatures get to be around 120 degrees, as they are now. We can only hope his air conditioning fails regularly.

And unofficialy, Bill Newell, Special Agent in Charge in Phoenix during F&F will be in Intel in the ATF Salt Lake City office living close to his in-laws.
