A friend of mine says it DOES work. However, keep it out of reach of pets. His dog got ahold of it, and got drunk on the fermented mosquito-tequila. It then proceeded to eat the plastic bottle; necessitating a trip to the vet for removal.
It's been so dry around here for so long we don't really have to worry about mosquitoes. Even when it does rain there're few places for them to breed. $200 fine for having something in your yard that could fill with water and breed skeeters is a powerful incentive to keep the things out of your yard.

For flies, replace sugar with a small bit of meat.
