Mexicans are happy enough with the corruption present in their country. Making it easier to buy retail weapons won't change the availability of weapons to regular Mexicans ( Mexican middle-class and wealthy have plenty of firearms, as do the Army and Cartels), who either can afford them now or can't.
Installing a culture of responsible middle and lower class gun ownership for self defense and militia use will be a politically-difficult thing in a country with such a wide chasm of (everything) between the tall white wealthy urban educated elite and the short brown poor ignorant rural farmer, especially considering that the elite enjoy the current arrangement and would resist change.
If Mexico had a 2nd Amendment, it would appeal to Americans who are fed up with their current administration and want more sun. There would be "hope & change" in Mexico, but not the kind Presidente Calderon would approve of.

Well, we call on the Mex Prez for a ban on illegal drugs in Mexico. When he shuts down the drug cartels, he won't have to worry about illegal weapons from the U.S.

Mexico's 2nd amendment says you have a right to firearms, except those prohibited by Federal law, which is most of them. Kinda pointless, and illustrates why all guns here need to be legal, even the cool ones. Also, if you have $$, and make friends with the right people, even a gringo can have guns in Mexico.
