I don't think the 10 Commandments says "Do not kill". I think it says "Do not murder". A notable Jew (Russ Fine) once told me that. He said it is not wrong or a sin to kill in self defense. God expects us to defend our own lives and the lives of innocents nearby.

It would be a pretty hypocritical commandment if it did forbid all killing, since the commandment itself (along with several others) enjoins killing the violator. However, the explications of the law in Leviticus and Deuteronomy do much to specify the criteria which separates violation of the commandment from enforcement of it.

Much, but not all. Ultimately, the distinction between murder and lawful killing is not a matter of pure theory so much as dealing with the messy reality that some people need to be killed so they won't cause the deaths of innocent victims...along with the even messier reality that you don't always know when someone isn't really a threat to anyone, and often, neither do they.

Getting people to think before doing anything that might pose a threat to the lives of others is no small part of the entire purpose of injunctions against senseless killing. It is not the whole purpose, because some people will--after thinking it over--decide to sacrifice the lives of others for trivial or evil causes. But most killers don't really think it over before acting in a way that treats another person as an obstacle to be removed without consideration of the consequences. Even more so when you don't encourage people to ever think about consequences at all.
