I saw one of these in the marina where I keep my sailboat. It was there for about two weeks. It was a public marina in Tampa, Florida. The time period was about two years ago.

Looks like the boats Robert Heinlein described years ago in a novel about Venus, whose title has temporarily escaped me.
They look similar to Civil War ironclads.
Rather fitting I might add, since CWII is almost upon us anyway.
