These kind of doppler DF units have been around for a long time. They are generally useful for chasing FM signals. The precision isn't great -- they get you in the ball-park, but old-fashioned DF loops, attenuators, and body-shielding required for the end-game to find a well-hidden transmitter. OTOH, for a lot of things you might want to track (local police mobile unit, for instance) it would help you triangulate on the ball-park pretty quickly.

It DF's only for UHF transmitters. Most comms transmit in VHF. A unit capable of DF in both would be preferable.
lotta expense for little, and a kit at that requiring additional expense & equipment
I don't know what frequencies LEO in other states use, but here in NJ the State Police and many local PD have been using UHF for some time now.
