Supplement with shouting "I give up" while aiming and shooting. This is like police shouting "stop resisting" while beating and tasing restrained prisoners: plays well for camera and audio recorders.

In a crowded urban setting, firing a handgun up into an attacker is "being sure of your backstop", in contrast to firing relatively horizontal where misses are on the plane of people.

This is no small thing, to restore a republic after it has fallen into corruption. I have studied history for years and I cannot recall it ever happening. It may be that our task is impossible.
