A lying state of mind.

Not satisfied, Sensenbrenner demanded, “Tell me what the difference is between lying and misleading Congress in this context?” Holder replied, “If you want to have this legal conversation, it all has to do with your state of mind, and whether or not you had the requisite intent to come up with something that can be considered perjury or a lie.” The audience — typically silent — actually laughed. This answer that it depends on a “state of mind” sounded too much like President Bill Clinton’s answer that it depended on the definition of the word “is.”

Holder is a lying bastard without a conscience. He seems genuinely surprised when someone wants to hold him responsible for the actions of his subordinates. He is surprised that he can't just "make inaccurate statements" and get away with it. He looked at a United States Congressman and asked, "Have you no shame...?"

Watching the hearings I realized that Holder is a true sociopath.
