Their Tactical Operator Kit is a good start. I added a Decompression Needle, 14 ga x 3.25", a pair of EMT Shears, a pair of latex gloves, and package of quick clot to it.

Think about it. If you give the police the choice of handling a mob of "wilding feral thugs" or a single man with a gun in his hand at the Wisconsin State Fair, what choice do you think they will make? Make that gun a carbine and it is escalate to "patrol rifle" response. The cops face real possibility of injury dealing with a mob that greatly outnumbers them and they have difficulty justifying shooting any of them unless they use a weapon in their beatings. I can visualize the headlines screaming "Racist Police Brutality". The police would prefer to see "Police Shoot Man with Gun at State Fair".
Besides, if the police officer had a long arm when confronted with a rioting mob, he may prefer a 12 gauge shotgun loaded with buckshot over a carbine. You do not need to aim at individuals so much as point at groups.
