So how on Earth does the State intend to 'regulate' private sale, in private places, of private property that there is no knowledge of? How does Hilary intend to 'regulate' criminals who already make their sales outside the present requirements?

Better yet, she should explain how it would be enforced against the millions (not thousands) of Patriots that would be joining in The Armed Civil Disobedience of Non-Compliance, that is already a growing movement.

An issue that has already been hashed and re-hashed in the courts and didn't fly. And it won't fly if it's brought up again.
As the article states, and lists the Federal Statutes the ATF goes by, there are a number of things the BATFE and Congress and the Courts have never been specific on. One is- “occasional sales” . Another is- 'a significant number of guns'. This term has ranged from 3 guns to 6 guns and all over the place in different ATF cases. NO specific number has ever been decided on and stuck with.
This portion of the Statute hasn't any specifics either- but such term shall not include a person who makes occasional sales, exchanges, or purchases of firearms for the enhancement of a personal collection or for a hobby, or who sells all or part of his personal collection of firearms (18 U.S.C. § 921(a)(21)(C));
These 'unspecified' items have been used in various ways in various cases where ATF arbitrarily brought charges against law abiding gun owners to generate cases to attempt to justify their continued existence. They have been doing the same crap since 1972 when they were created and the number of moonshiners decreased due to the jump in sugar costs.
The tactics were the subject of Senate Floor Discussions in 1984-86 and were termed 'unconstitutional', 'despicable' and a few other things, but Congress hasn't fixed the practices yet, and so ATF continues to run rogue and ruin people's lives with their shit.
