It depends upon whether the NRA weeniewagon stays in the Fairfax parking garage.

Gun measures may be in jeopardy in Congress
Gun-control proponents are hopeful that senators will soon reach a compromise on background checks even though negotiations are at a standstill. The sides disagree about whether private sales of firearms, such as those between family members or neighbors, would be exempt, as well as how or whether records would be kept.

There can be no compromise on this issue. Even if they reach an agreement, on not having a record kept on file, the FBI will cheat. They have a proven track record of cheating on every law and regulation meant to keep them in check. On the occasions that they get caught, no one goes to jail and they know this. So, cheating has become an institutional policy, a standard operating procedure. Nothing good can come from any compromise. When dealing with scum, you must be forceful and uncompromising.
