Well, nice to have that on the record. "NSA, GCHQ Admit That The Public Is The Enemy."

"Among other things, the program is designed to "insert vulnerabilities into commercial encryption systems". These would be known to the NSA, but to no one else, including ordinary customers, who are tellingly referred to in the document as "adversaries".

Remember, the only unbreakable encryption system is single copy cypher pads. This is because the key is as long as the message. If the pad is reused, this no longer applies.
