Democrats Prepare “Slaughter Solution” to Ram Unpopular Health Care Takeover Through Congress Without a Vote

The twisted scheme by which Democratic leaders plan to bend the rules to ram President Obama’s massive health care legislation through Congress now has a name: the Slaughter Solution.

The Slaughter Solution is a plan by Rep. Louise Slaughter (D-NY), the Democratic chair of the powerful House Rules Committee and a key ally of Speaker Nancy Pelosi (D-CA), to get the health care legislation through the House without an actual vote on the Senate-passed health care bill. You see, Democratic leaders currently lack the votes needed to pass the Senate health care bill through the House. Under Slaughter’s scheme, Democratic leaders will overcome this problem by simply “deeming” the Senate bill passed in the House - without an actual vote by members of the House.

An article in this morning’s edition of National Journal’s CongressDaily breaks the story, starting with the headline: “SLAUGHTER PREPS RULE TO AVOID DIRECT VOTE ON SENATE BILL.” Excerpts:

House Rules Chairwoman Louise Slaughter is prepping to help usher the healthcare overhaul through the House and potentially avoid a direct vote on the Senate overhaul bill, the chairwoman said Tuesday.

Slaughter is weighing preparing a rule that would consider the Senate bill passed once the House approves a corrections bill that would make changes to the Senate version.

Slaughter has not taken the plan to Speaker Pelosi as Democrats await CBO scores on the corrections bill. "Once the CBO gives us the score we'll spring right on it," she said.

As leaders put final touches on a corrections bill and await CBO scores, leaders, key committee chairmen and White House Chief of Staff Emanuel huddled Tuesday evening.

House Energy and Commerce Chairman Henry Waxman said members had a special message for Emanuel.

"He was certainly informed that we don't feel we want any deadline assigned to us," Waxman said.

White House Press Secretary Robert Gibbs said last week President Obama wanted the overhaul passed by March 18. Gibbs reiterated the deadline Tuesday.

"The information I gave out last week was based on conversations with staff that I've had here in the building, and I've been given nothing that would change that advice that I was given last week," he said at Tuesday's White House briefing.

House and Senate leaders have brushed off the mid-March push but have indicated they would like to pass something by Easter recess closer to the end of March. Senate Budget Chairman Kent Conrad said they expect to get preliminary scores today on the pieces CBO has in hand.

"Are we gonna get some scores from them tomorrow?" Conrad asked. "We anticipate we will. Final scores? No."

House members are concerned the Senate could fail to approve the corrections bill, making them nervous about passing the Senate bill with its much-maligned sweetheart deals for certain states.

"We're well beyond that," Pelosi said Tuesday, though she did not clarify.

While members await a final package and a CBO score, Senate Majority Whip Durbin said Democrats have asked Senate Parliamentarian Alan Frumin for information on how reconciliation can be used "with our goals" and what "the basic rules are."

Durbin said Democrats want to know how long the amendment process can go on.
Republicans want to offer points of order that require 60 votes to overcome under the so-called Byrd rule. Democrats want points of order limited and straight majority votes. It will be up to the parliamentarian to rule what is subject to the Byrd rule and Democrats, Durbin indicated, are looking for guidance on how he views those questions.

"We're talking to him, but in fairness to him ... it is really hard to discuss this in theory. They have to see the bill and take a look at it," Durbin said.

Once a bill is complete and scored, Democrats could then show the parliamentarian the bill in an effort "to try to anticipate problems under the Byrd rule."

As Democrats hash out the final package, federal abortion funding is another hurdle. House Democratic leaders will have to reach an agreement with anti-abortion rights Democrats or find the votes to make up for a loss of a dozen or so who do not believe the Senate bill does enough to maintain current law prohibiting federal funds from being used for abortions except in the case of rape or incest.

Rep. Dale Kildee, D-Mich., who some considered a potential "no" vote based on the Senate abortion language, dispelled the notion Tuesday.

"I'll probably vote for the [Senate] bill," Kildee said. "I think the Senate language maintains the principles of the Hyde amendment."

It's clear that most people don't want this health-care bill, but the elites are ramming it down our throats anyway.

What do these people know that we don't??

This crap has nothing to do with controlling costs. One thing I can think of is that Medicare/Medicaid are due to be completely broke by 2017 (probably sooner), so the govt is just looking for more ways to fund it. That's what I see anyway.

Using this logic, I could install myself as speaker of the house-deeming that the people of my district wanted me in office and the members of the HOR (he heh, whore, he heh) approve of me as Speaker.

The principle is, if you want it bad enough, then you don't need to follow any rules.

If the house never votes for the Senate bill, yet treats it as passed, then it's not law and we are all of us absolved (yes, absolved) of any duty to submit to it as if it were law.

Should this rule change be accepted, employed, and the ObummerCare Bill presented to the president for signature, then Martial Law will have been implemented within America. There is no bill, the House has NOT voted on anything, certainly not the healthcare bill passed by the Senate, as required by the Constitution before presentment to the president. To present the Senate healthcare bill to the president without first having had bicameralism plus presentment of a legislative bill constitutes the acceptance of a dictatorship, a complete paving over of the Constitution of the United States, and a TYRANNY of the worst order.

Doing this could start a civil war.

The occupant of the White House is conspiring with criminals in the Senate and House to jam through legislation that constitutes *THE* biggest single expansion of Government in the history of our Republic and a hostile takeover of ~20% of our economy.

Further, they are doing this over the clear will of a majority of We The People.

That in itself is bad enough, but they've resorted to the worst sort of corruption by buying votes with millions of dollars in pork.

All of that is disgusting, but might be acceptable - but now they're even abrogating all rules and precedents governing the Legislature and the plain language of the Constitution itself.

This is TYRANNY, pure and simple.

What's next?

What will stop them from doing the same with any and every one of their whims? After all - if they can do this with health-care then they can do it with ANYTHING. Cap & trade? Surrender of our National Sovereignty to the UN? Gun-bans? Seizure of your savings/retirement to prop up SS?

Where is the line drawn, if this is not the place?

I truly believe it is time for We The People to make it plain that We will NOT STAND FOR THIS.

I've been seriously debating with myself how to go about this, and think that I've got an idea...

What if a few thousand Patriots made cardboard rifles - printed on poster-board in full size, but obviously just paper - along with signs saying something like "next time it's for real"...

Could we get away with that?

Would they listen?

As to the "why are they doing this now" question, there are a number of reasons...

(1) Their Union-masters have serious financial problems - their pension-funds are broke, and they must pass these expenses on to the taxpayer in order to keep the promises made to them in exchange for getting this bunch elected.

(2) Medicare is broke - this will help prop it up and prevent their being forced to acknowledge it was a bad idea from the beginning.

(3) They know once it's through it will NEVER be repealed. They'll lose the mid-terms, but in 2 more years they'll be able to make the Retardlican "party" hold some of the blame for the mess made of the economy - they hope to sweep back in with an even bigger majority and REALLY get busy on their agenda.

(4) They **KNOW** what this will do to the economy, and they NEED it to help further erode the economy. They NEED a collapse to create an emergency so they can enact their real agenda ala "John Galt Fla's" TDTDD.

I'm sure there's more, but you know damn well they've got much, much more up their sleeves...

Anyone ever seen Singapore punishment? Ten lashes on the bare butt for a 1st DWI. Lots of shredded flesh and lots of blood. How about 20 lashes in public before a public final solution. I'm not in favor of standing them in front of a wall, much too quick and humane. I wonder if San Fran has had a full body lift to go along with her face? Years ago, for an assassination atempt the conspirators were final punished in the nude,,,,,erk!! My stomach is not strong enough to see San Fran in the buff, in public, face lift or not, retch.

If you believe for one moment that the states can stop this (or anything else they choose to do) without violence, you're delusional.

I no longer believe ANYTHING can turn this leviathan around without the Tree getting its natural manure.
