Alcohol and only ones, a very bad combo. One of the deputies in my department recently had a run-in with a city cop who was being beligerant to a convenience store clerk. The city cop was drinking and driving his city-issued undercover car. When our off-duty deputy intervened, the city cop assaulted him. Fortunately it all ended with no gunplay, but it could have gone bad. The city department sent the cop's division captain to investigate and pick up the surveillance tapes.
Hopefully, this jackass will lose his badge, but that is yet to be seen. Our deputy is in the clear and the investigation is centering on the city cop's behavior.
My point is that even when a good LEO intervenes and puts a stop to the situation, punishment of the only one offender is in the hands of the system. So don't condemn all cops as power-drunk Stasi. There are plenty of us that are trying to police our own.
Had that happen to me about 20 years ago on the south side of Chicago. He was close enough that I disarmed him but he was not arrested and never faced charges. I should have stuck the pistol up his ass and pulled the trigger until it went click!

One definition of the state might be that subset of people for whom the laws do not in any real sense apply.
