So the author of this crap says we ought to "Make deploying SWAT something that is routine" ? That kinda takes the "Special" out of 'Special Weapons And Tactics' doesn't it? So since they won't be "Special" anymore but rather routine, I say their name and acronym ought to change. We will rename them the "Typical Weapons And Tactics" team aka...er...ahem... :-)
I would see a problem if the author was advocating lowering the standard that allowed using SWAT teams, but he clearly is not. The potential for problems with SWAT teams is in the criteria used to determine their use (admin level), and the dedication of the SWAT members to uphold their oaths of office (field level).
The last sentence about "vewy, vewy bad people" did leave me wondering about the author's intellect.
