Probably used by a local TV station. Jib camera for the 21st century as it were. They are becoming popular as they are able to get above crowds and zoom in (optically!!)on the subject. We have one that operates via traditional RC remote and has a 4.1Ghz spread spectrum video link back to the live truck.
It would be fun to jam the signal that is supposed to be controlling it. Would be even more fun to capture it then listen to find out who howls the loudest. The heck with it all, just grab a 12 gauge and drop it out of the sky.
