If Charlie Shumer has any desire to have a legacy, other than being an immoral POS that leaves a slime trail everywhere he goes; he could walk out on the capitol steps, put a 1911 in his mouth, point it slightly upwards, then pull the trigger. He would then be remembered as something other than a commie, who should be buried next to Jack Reed, in the walls of the Kremlin.
It's one thing to pass a law, another thing entirely to enforce it - particularly when those on whom it is enforced consider it a gross and illegal imposition.
