All of a sudden, just like when he decided he better make up some..ahem.."rules" relative to the use of "kill lists" when he thought he might loose the election to Romeny, all of a sudden, it dawned on him his monopoly on the use of drones was about to unravel, so he better make up some..ahem... "guidelines" for the use of Drones for the rest of the world to follow.
