The U.S. Department of Agriculture, Office of Inspector General, located in Washington, DC and Regional Offices, pursuant to the authority of FAR Part 13, has a requirement for the commerical acquisition of ballist vests, compliant with NIJ 0101.06 for Level IIIA Ballistic Resistance of body armor. Body armor is gender specific, lightweight, trauma plate/pad (hard or soft), concealable carrier, tactical vest, undergarment (white), identification patches, accessories (6 pouches), body armor carry bag, and professional measurements."
My 2 cents:
The 6 pouch and tactical vest requirement description on this USDA quote confirm that these are ASSAULT vests. They're what troops wear in an attack evolution. This is a full military-styled kit, not designed for typical defensive security work.

Eventually arm and equip nearly all 22 + million government employees and dear leader gets the "civilian security force" he promised back in 2008.
This has the potential of creating an extremely long and even bloodier conflict; if it ever comes down to that.

I believe that this arming and armoring of federal agencies is another Obama "under the radar" unconstitutional effort to create a "civilian national security force."
Speaking only for myself - I didn't miss that detail.

Last data I could find:
Federal Cops- 192,354
State/Local Cops- 723,427
Total Cops 915,781
Total military- 2,220,412
Assume that "maybe" 1 in 7 of the military knows how to handle a weapon beyond basic quals and you have a little over 300k.
Make what you will of the numbers.
My thought is that these will get passed along to the Forest Service which falls under Agriculture.
Since the national forests these days are full of meth cooks and dope fields, I can't blame them for wanting some body armor, or the ability to hook an ammo or canteen pouch to it.
Now my thought is that if I was going to be walking around in the woods with tweakers and dope growers, a .40 cal SMG would NOT be my choice of weapon, which makes one of those things not like the other...
the problem is with downsizing the military..where will a lot of those trained door-kickers go? they're used to working for uncle sugar, take orders well, and usually don't ask too many questions.
to a guy just back from afghanistan, it looks a hell of a lot better than unemployment.
Think of it as FREEFOR resupply. Shoot them in the face and take what you need.

@ MIKE H - Well said, about the 'civilian forces' but since Obongo has zero experience with combat, combat troops, or anything other than the field-stripping of Reggie Love's equipment, he has totally overlooked one fact.
A 'civilian' security force will likely lose any taste for engagement after seeing a few of their friends being spattered about the landscape. Men who are trained by the armed forces, even they often have trouble pulling the trigger in initial combat experience. Unless one is a psychopath, there is a need to overcome a deep seated internal reluctance toward killing other human beings. If Obongo's 'civilian security' forces ever become a reality, I predict that the ground will be littered with all the arms and ammo we could want, after the first bloody encounter.
Level IIIA is not a stop all armor, it is light, flexible, but rifles will penetrate easily.

Yes, Cowboy Dan, I think you have a good idea and you could make a dollar or two. Have some self-adhesive III per emblems to be slapped on over the Polizei or whatever ID, add another round-shaped patch to cover up any new holes in the helmets, and ready to roll!
