Haiti has been an independent country for almost as long as we have. It is an excellent example of totalitarianism and government corruption on a small scale.
I truly feel sorry for the poor folks who must live there. Haiti is such a black hole for money that any aid sent there disappears before it leaves the docks. One of the problems is that the Haitians aren't even allowed to decide where the aid goes, and to whom. The UN and NGOs do it all for them.
The Dominican Republic, which shares the same island, seems downright prosperous by comparison.
