The governments of the several states gave up an important means of leverage at the federal level with their ratification of the 17th Amendment which established direct election of Senators by popular vote. Prior to that, the House of Representatives was the voice of the people, and the Senate was the voice of the state governments. Now the people control both houses and the states control nothing.
