The system involves binding a child’s arms and legs together using straps and handcuffs, and sometimes involves shrouding the child’s face with a hood or a helmet.

It's a minimum-security prison for teenage rapists, robbers, and murderers who some soft-headed liberal judge decided aren't old enough to get put in with general population, and who will one and all get out no later than their 18th birthdays--with a sealed record.

This isn't an orphanage full of bright-eyed, freckle-faced children.

Loren said...: It's also called "diesel THERAPY." Find an excuse to ship someone to different prisons. Moving prisoners isn't a pleasant experience for the prisoner, and is supposedly used as an extra punishment for unruly prisoners. He was referring specifically to this:
