Every socialist country in the world,at some point, has used this excuse to cover socialism's failure. The nationalization, of once thriving industries and utilities, is never blamed. Nationalization immediately stops private investment, both foreign and domestic. If the people don't rise up and overthrow the government, then they deserve what they get. If they want to see socialism at it's best; then hang everyone in government, all at once, with a socialist rope, on May the 1st.

Venezuela leadership would make the same excuses along with much of South America. The Peronistas and other various socialists always lead the poor to their doom.
