Interesting points, but the grammatical errors (their for they are, or for there, blag bag for black bag) detract from the sense of authority. Perhaps the 'author' Mr. Whidden is not a native english speaker.
A little bit dated but not too much. (Tappable landlines are becoming obsolete as everyone switched to VOIP or cellphones.) The behavioral rules apply forever.
