All others are carrying illegally and subject to arrest and imprisonment ... which is the last place you want to be. I was never in Kenya but it is more or less the same wherever I'm sure.<br /><br />In some ways I prefer this to other countries with restrictive laws. The bribe is up front and not hidden or necessarily criminal.
